Overview

The Caminar Housing Intervention Solutions Program (HISP) is a housing stabilization and tenancy support program designed to assist individuals and families in the City of Fairfield who are experiencing or at risk of homelessness. The program focuses on helping participants secure and maintain permanent housing through individualized case management, housing navigation, landlord engagement, and ongoing tenancy support services.

HISP works in close partnership with Resource Connect Solano (RCS), Solano County’s Coordinated Entry System (CES), and Caminar outreach teams to identify vulnerable residents and connect them to housing opportunities and supportive services. Through a dynamic prioritization process, Fairfield residents experiencing homelessness are assessed and referred based on level of need, ensuring the most vulnerable individuals receive timely access to assistance.

The program provides comprehensive housing-focused services including:

  • Housing search and placement assistance
  • Intensive case management and housing stabilization planning
  • Tenancy support and lease compliance assistance
  • Landlord mediation and engagement
  • Vocational and employment support
  • Behavioral health and community service referrals
  • Transportation and basic needs assistance as needed
